To the attention of the United Nations, international human rights bodies, and organizations committed to the protection of fundamental freedoms,

I respectfully submit this communication to highlight serious and ongoing concerns regarding the protection of freedom of conscience, freedom of religion, and the right to change one’s faith within several member states of the Arab League.

In various national legal systems, the concept commonly referred to as “apostasy” continues to result in restrictions on personal liberty, limitations on civil rights, and measures that affect family life, legal identity, and individual safety. These practices raise significant questions of compatibility with international human rights obligations.

The situation represents a potential conflict with:

Article 18 of the Universal Declaration of Human Rights

Article 18 of the International Covenant on Civil and Political Rights (ICCPR)

The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW)

The Convention on the Rights of the Child (CRC)

In light of these concerns, I respectfully request that your institution:

Encourage the review and progressive removal of criminal, civil, or administrative measures linked to changes of personal belief or religious affiliation.

Promote the protection of interfaith marriages, particularly in cases where women face legal or social obstacles due to differing religious backgrounds.

Support the establishment of monitoring mechanisms in states where individuals may face legal consequences related to their personal convictions.

Consider linking international cooperation and bilateral agreements to measurable progress in safeguarding freedom of conscience.

Request clarification and review of cases in which individuals may be deprived of liberty solely due to their personal religious choices.

In addition, I wish to draw attention to the case of Mr. Said Mansour Rezk Abdelrazek, an Egyptian citizen reportedly detained since July 15, 2025, following his conversion to Christianity. According to independent sources and human rights organizations, his situation may involve prolonged pre‑trial detention and conditions that warrant international review. I respectfully request that competent bodies verify his status and ensure that due process guarantees are fully respected.

More broadly, concerns have been raised regarding:

limitations on interfaith marriage, particularly affecting women

restrictions on access to public careers for religious minorities

the impact of personal status laws on family rights and civil equality

These issues appear to reflect structural disparities that merit international attention and dialogue.

I therefore appeal to the United Nations, the European Union, and relevant international partners to encourage constructive engagement with the governments concerned, with the aim of promoting legal reforms consistent with universally recognized human rights standards.
