Con la legge istitutiva dell’IMU e la sua anticipata introduzione si sono determinate una serie di conseguenze negative:

1. il valore delle proprietà immobiliari si è ridotto e conseguentemente si è ridotta la ricchezza degli italiani e dei beni dello Stato e quindi anche il controvalore che lo Stato avrebbe potuto ottenere dall’alienazione dei beni non aventi carattere strumentale;

2. la tassazione colpisce anche chi risulta intestatario, ma ha dovuto accendere un’ipoteca sull’immobile: se il mutuo è stato contratto per l’acquisto della casa, in pratica l’imposta colpisce chi già è indebitato;

3. l’imposta non tiene conto della possibilità di sopravvivenza del soggetto colpito, il quale per far fronte al balzello può trovarsi costretto ad alienare la nuda proprietà e rimanere con il solo usufrutto: stranamente (!?) i nostri politici non chiamano a partecipare al pagamento di detta imposta i nudi proprietari;

4. l’imposta ha contribuito ad accelerare il processo di riduzione dei consumi degli italiani, di incremento della disoccupazione, di abbandono degli investimenti in Italia, di esportazione all’estero dei capitali, di disaffezione verso la Nazione;

5. l’imposta è chiaramente incostituzionale laddove prevede che i coniugi regolarmente sposati possono essere proprietari di una sola prima casa, mentre quelli che non abbiano contratto matrimonio non subiscono detta limitazione;

6. …

E’ opportuno considerare che:

1. la Costituzione italiana prevede che lo Stato debba facilitare l’acquisizione della proprietà della casa, l’incremento del risparmio e addirittura l’acquisto delle azioni;

2. l’IMU scoraggia l’acquisto della proprietà della casa;

3. l’IMU facilita la speculazione a favore di coloro che acquistano la nuda proprietà;

4. l’IMU colpisce ricchezza che è già stata sottoposta a prelievo fiscale perché costituisce la trasformazione del risparmio accumulato con grandi sacrifici e, per il futuro, colpirà anche il risparmio futuro, cioè le rate di mutuo da pagare gravanti sulla casa;

5. …

E’ vero, però, che il Governo italiano ha preferito facilitare gli speculatori e che pertanto, una volta introdotta questa imposta, lo Stato non può far a meno degli incassi alla stessa correlati.

Tuttavia POSSIAMO AFFRANCARE GLI ITALIANI DALLA STESSA, CON UNA LIBERA SCELTA, senza far venir meno i relativi introiti ANZI LO STATO OTTERRA’ MOLTO DI PIU’.

Come fare?

Bisogna emanare una legge che (in considerazione delle negatività della richiamata imposta, ma soprattutto della negatività di ogni imposta avente natura patrimoniale perché le imposte patrimoniali colpiscono beni che già sono stati soggetti a tassazione in una pluralità di occasioni – ad es. le una tantum, le imposte di successione e donazione, ecc. – e inducono i soggetti facoltosi a preferire altri Stati come centro dei propri affari, lasciando solo agli indigenti il desiderio di restare o di arrivarci), dietro promessa di non sottoporre i beni affrancati ad alcuna imposta patrimoniale, consenta al contribuente interessato di rivolgersi all’intermediario creditizio che ha curato l’incasso dell’ultima rata dell’IMU e presentare domanda di affrancamento.

A differenza del versamento IMU, il contribuente deve presentare una domanda per ciascuno degli immobili di sua proprietà. L’affrancamento è ammesso su tutti gli immobili (n.d.r: personalmente sono comproprietario assieme a una molteplicità di coeredi un solo appartamentino, pertanto da alienare, ma ritengo che un individuo sia veramente libero solo se la società in cui vive gli consente di divenire proprietario di qualcosa e di questo qualcosa lui deve liberamente disporre: qualunque tipo di balzello sul risparmio non rispetta la persona umana: la fa ritornare al medioevo come servo della gleba).

Una copia della domanda di affrancamento sarà consegnata al contribuente, un’altra sarà depositata all’Ufficio competente per la registrazione catastale.

Perché la domanda sia valida il contribuente dovrà acquistare “alla pari” titoli di Stato ventennali (di un’apposita emissione fruttanti un interesse annuo dell’1% netto, pagato in due rate semestrali posticipate) per un importo pari all’ammontare dell’IMU complessivamente pagato nel 2012 moltiplicato per il coefficiente 16,667 e arrotondato per eccesso al migliaio.

Qualora il contribuente non abbia la disponibilità di detto importo, l’intermediario creditizio è tenuto ad effettuare un finanziamento in c/c che sarà doppiamente garantito (dal privilegio fiscale sull’immobile e dal pegno sui titoli sottoscritti) e proprio per tale garanzia dovrà essere erogato ad un tasso non superiore al 2 – 3%. Il contribuente verserà a deconto una rata mensile anticipata pari a 1/12 dell’importo complessivamente pagato nel 2012 per IMU. Anche le cedole incassate saranno versate a restituzione del prestito.

In caso di tasso al 2% il prestito sarà restituito in 16 anni e 6 mesi circa, in caso di tasso al 3% la restituzione avverrà in circa 18 anni e 8 mesi.

Alla scadenza del prestito il contribuente avrà la disponibilità incondizionata dei titoli di Stato sottoscritti.

I contribuenti in difficoltà finanziarie, che attualmente non risultano tutelati, potranno attuare l’immediata cessione del “mantello” dei titoli di Stato all’intermediario creditizio in modo che il netto ricavo dello sconto sia utilizzato immediatamente per ridurre l’ammontare del finanziamento per l’affrancamento dell’immobile.

Al momento in cui la legge sull’affrancamento diverrà esecutiva, tenendo conto che le singole operazioni di affrancamento dovranno essere aumentate per eccesso al migliaio, lo Stato avrà emesso un ammontare di titoli di Stato al tasso netto dell’1% (ventennali, quindi con uno spread rispetto ai Bond tedeschi favorevole all’Italia) nettamente superiore a 350 miliardi di euro (21 miliardi di euro stimati da incassare per IMU moltiplicato il coefficiente 16,667).

Ventuno miliardi saranno destinati a tacitare la speculazione (i c.d. banksters), così come di fatto programmato dall’attuale governo e gli oltre 329 miliardi a deconto dei prestiti più onerosi o di più immediata scadenza.

Considerato che l’impatto sui tassi di mercato sarà di proporzioni significative, il provvedimento dovrà essere accompagnato da un contemporaneo provvedimento contro la speculazione e per neutralizzare i significativi benefici indiretti che tale provvedimento di affrancamento provocherà.

Sarà perciò opportuno che prima e durante la campagna elettorale organizzassimo dei gruppi di lavoro per preparare delle bozze di disegni di legge da approvare immediatamente dopo le votazioni, sempre che gli italiani riescano ad affrancarsi dalla stupida appartenenza politica che ci ha portato verso questo declino.

Quanto ad IMU va ricordato che la seconda (o comunque l’ultima) rata che pagheremo a dicembre non sarà pari a quanto pagato con la prima rata a Giugno, poiché questo governo non ha permesso di pagare in unica soluzione, immagino per evitare che i proprietari di abitazione si rendessero conto dell’ammontare totale della tassazione a cui sono stati sottoposti, (molti comuni avevano già deliberato le aliquote definitive), l’ipocrisia non ha limiti.

Infatti con la prima rata è stato pagato un importo pari al 0,4% ed al 0,76% rispettivamente per la prima casa e le abitazioni a disposizione, (seconde case).

Il problema è che a breve tutti i comuni dovranno deliberare, se non già fatto, le aliquote definitive su cui verrà calcolata l’ultima rata comprendendo anche il non versato della prima.

Quindi ipotizzando che un comune (ad esempio il mio), deliberi un aumento delle aliquote da 0,4% al 0,5%, con un aumento del 25%, questo si aggiungerà anche al non versato con la prima rata. Per farla corta l’ultima rata che pagheremo a Dicembre non sarà la stessa di Giugno ma sarà in media il doppio, ovvero i 2/3 del totale.

Scrivo questo poiché ne ho avuto la conferma leggendo un articolo su un quotidiano locale che conferma la mia tesi, infatti con la prima rata sono stati raccolti 24 Mln, mentre con la seconda ci si attende di arrivare ad un totale di 74 Mln, quindi 50 Mln verranno raccolti con l’ultima rata IMU. La fetta maggiore andrà allo “stato centrale”, per alimentare le sue gozzoviglie, lasciando i primi cittadini in bolletta dopo che sono stati costretti a fare da esattori fiscali.

Credo anche io che sia inutile inoltrare la proposta a questo governo. Trovo la proposta molto interessante e credo che vada inserita nel programma economico di ALI per le prossime elezioni. In aggiunta a quanto proposto dal signor Tanga vorrei fare una proposta ulteriore e sentire anche una sua opinione a riguardo.

La proposta di cui parlo è quella di emanare una legge che consenta ai cittadini di pagare le proprie tasse e imposte utilizzando come moneta i titoli di stato al loro valore nominale. In questo modo si taglierebbero immediatamente le unghia alla speculazione che non avrebbe più alcun interesse a far alzare lo spread vendendo i titoli, anzi se lo facesse i tassi di interesse elevati porterebbero i cittadini all’acquisto immediato, infatti potrebbero lucrare della cedola e del differenziale tra il prezzo pagato per il titolo ed il loro valore nominale riconosciuto dallo Stato al momento del pagamento delle tasse.

Considerando che la ricchezza delle famiglie italiane è quasi 4 volte il debito pubblico per la speculazione sarebbe la fine; inoltre nel processo di un’eventuale uscita dalla moneta unica non ci sarebbe da temere lo scontato assalto della speculazione finanziaria.

Anche io ho deciso di avanzare questa proposta a dei partiti o movimenti, fino ad oggi mi sono limitato a proporla soltanto ad ALI che considero l’unico movimento portatore di valori veri e idee innovative, tuttavia credo che la proposta sia passata inosservata, nonostante avessi richiesto ai responsabili economici del movimento di analizzarne la convenienza e la fattibilità.

dal punto di vista economico le considerazioni sono esatte; tuttavia al pari della mia proposta di sostituzione dell’IMU con un piano di risparmio, le due iniziative non possono essere prese da sole: devono essere accompagnate da altri provvedimenti, molto articolati che tendono a far uscire l’Italia dal declino. L’abolizione dell’IMU rappresenta il primo passo verso la riduzione delle imposte facilmente comprensibile a tutti. Le altre idee, invece, hanno un livello di comprensibilità solo per gli addetti ai lavori: se gli italiani danno fiducia al primo sarà facilissimo ottenere tutti i risultati in una sola legislatura.

Inviare questa proposta al governo? Inviarla a Monti? Perchè non ci è arrivato il professor Monti? X soldi allo stato, e lo stato deve (con calma, con moooolta calma…) Y soldi a quell’ azienda, si fa la differenza e si paga o si prende quello che risulta (non ci sarebbe neanche bisogno della crisi per usare questi sistemi logici…). In questo modo le aziende potrebbero respirare molto di più. E cosa ha detto il professore (ma che cavolo insegnerà?) Monti a questa proposta? Sì o no? Ve lo lascio indovinare (tanto è così facile). Il professore… circondato da tecnici esperti che costano per la loro competenza fior di soldi!!! A fare la differenza ci arrivano anche i bambini quando si scambiano le figurine… ALI le sue proposte se le deve tenere per sè, perchè tanto non verrebbero prese in considerazione dal governo, ma potrebbero venir prese in considerazione dagli elettori che vedono qualcosa di nuovo all’ orizzonte.

Effettivamente non gliene frega niente: è dallo scorso anno che ho cercato di proporre idee risolutive come questa ai potentati politici di qualsiasi partito. Alcune proposte sono riuscito a farle recapitare, ma c’è stato il silenzio assoluto. Solo da poco ho trovato IO AMO L’ITALIA e immediatamente quello che ho scritto è stato diffuso. Avevo tentato anche con giornalisti di varie testate e con la RAI. Niente da fare.

L’unica soluzione è che tutti gli italiani possano aggrapparsi a questa vera speranza, dove si cercano soluzioni ai problemi e se si trovano su quelle ci si basa per uscire dalla deriva a cui i “Banksters” e non le banche ci stanno portando.
