The purpose of this paper is to define a strategy for the future use of
a weather modification system to achieve military objectives as well as to provide a detailed technical development path. A high risk, high reward
undertaking, weather modification offers a dilemma not dissimilar
to the splitting of the atom. While some segments of society will always be reluctant to examine controversial topics such as weather
modification, the terrific military capabilities that could result from
it are ignored, at our peril. From enhancing friendly operations to destroying enemy operations through small-scale manipulation of natural
weather conditions to achieve global communications dominance and control of counter space, weather modification offers the warfighter a wide range of possible options to defeat or subdue
an adversary. Some of the potential capabilities that a weather modification system can provide to the Commander in Chief of a Combatant Force (CINC) are listed in Table 1. In order to achieve a
complete weather modification capability, a number of
technological developments are necessary in five
main areas: (1) advanced nonlinear modeling techniques, (2) computing capabilities, (3) information
gathering and transmission, (4) a
global sensor array, and (5) weather intervention
techniques. To day there are some intervention
tools and others can be developed and improved
in the future.
