Since 2015, numerous non-governmental and intergovernmental organizations have been reporting sexual violence and deaths in camps for displaced people in north-eastern Nigeria. Despite periodically promising to investigate, the authorities have taken no concrete action and have not brought anyone to justice. It is not even clear whether investigations have been launched.

In August 2017, interim Nigerian President Yemi Osinbajo established a presidential commission of inquiry to examine the armed forces’ respect for human rights. Many women testified before the commission, which forwarded its final report to the new President Muhammadu Buhari in February 2018.

Further research by Amnesty International has revealed that hundreds of women have been held with their children at the infamous Giwa military base since mid-2015.
Many of them had been victims of kidnappings and forced marriages by Boko Haram. Instead of being rescued, they were arrested by the army as “Boko Haram widows”.

Amnesty International has received five reports of sexual violence at the Giwa base. Additionally, seven women had to give birth in their putrid and overcrowded cells, without any medical assistance. Since 2016, 32 infants and children and five women have died.

“The detention of women and girls on suspicion of marrying members of Boko Haram is contrary to international law and Nigerian law and is discriminatory,” Ojigho added.

The responsibilities of Boko Haram Amnesty International interviewed women who spent months or years under the repressive Boko Haram regime. Some reported being forced to marry members of the armed group or being whipped for breaking the group’s strict rules. Seven of them reported having witnessed the execution of their relatives or acquaintances for attempting to escape.

“Now is the time for President Buhari to demonstrate his frequently stated commitment to respecting the human rights of the displaced populations of the northeast of the country. The only way to put an end to these terrible rights violations is to end the climate of impunity that thrives in the region and ensure that no perpetrator of rape or murder gets away with it,” Ojigho said.

“The Nigerian authorities must open investigations, or make public the results of those already started, into war crimes and crimes against humanity committed in the north-east of the country. They must urgently ensure, with the support of donor countries, that people within the ‘satellite camps’ receive adequate quantities of food and that those who have been arbitrarily arrested are released,” Ojigho added.

Amnesty International’s report is the result of an extensive investigation, carried out through over 250 interviews and covering “satellite camps” established by the Nigerian armed forces in seven cities of Borno state. It includes interviews with 48 released women and girls and analysis of videos, photographs and satellite images.
Amnesty International has forwarded its findings to the Nigerian authorities but has so far received no response.

In the “satellite camps” there was an acute food crisis from early 2015 until mid-2016, when humanitarian aid increased. At least hundreds, probably thousands of people died in the “Bama Hospital” camp during that time. The testimonies speak of 15-30 deaths per day and the satellite images, which show the rapid expansion of the cemetery within the camp, prove them right. Starvation deaths were also recorded in the “satellite camps” of Banki and Dikwa. Although the United Nations and other agencies have increased the scale of humanitarian assistance since June 2016, many women continued to find it difficult to access adequate quantities of food, partly due to restrictions on freedom of movement outside the camps. Several women who arrived in the Dikwa “satellite camp” around mid-2017 have since received no food aid and have died of starvation and disease. Even where the government and international non-governmental organizations distribute food in sufficient quantities, the high level of corruption present within the “satellite camps” prevents many people from having access to them. “Confining people in camps without enough food, despite the fact that those who administer those facilities know that this leads to death, violates human rights and international humanitarian law. When the army seized territory from Boko Haram starting in 2015, people living in the villages were ordered to move to “satellite camps”. Those who resisted the order were killed. In some camps most men aged 14 to 40 were imprisoned, as were women who had traveled without their husbands. These mass detentions have forced many women to fend for their families alone. In some cases, the violence appears to be part of a system of punishments against people suspected of having links to Boko Haram. Some women reported being beaten and called “Boko Haram widows” every time they complained about the treatment they received. “It seems completely shocking that people who have already suffered so much at the hands of Boko Haram are condemned to suffer further terrible abuse at the hands of the military. Instead of being protected, women and girls are forced to submit to rape to avoid starvation,” said Osai Ojigho, director of Amnesty International Nigeria.

    Many of them had been victims of kidnappings and forced marriages by Boko Haram. Instead of being rescued, they were arrested by the army as “Boko Haram widows”.Amnesty International has received five reports of sexual violence at the Giwa base. Additionally, seven women had to give birth in their putrid and overcrowded cells, without any medical assistance. Since 2016, 32 infants and children and five women have died.“The detention of women and girls on suspicion of marrying members of Boko Haram is contrary to international law and Nigerian law and is discriminatory,” Ojigho added.The responsibilities of Boko Haram Amnesty International interviewed women who spent months or years under the repressive Boko Haram regime. Some reported being forced to marry members of the armed group or being whipped for breaking the group’s strict rules. Seven of them reported having witnessed the execution of their relatives or acquaintances for attempting to escape.“Now is the time for President Buhari to demonstrate his frequently stated commitment to respecting the human rights of the displaced populations of the northeast of the country. The only way to put an end to these terrible rights violations is to end the climate of impunity that thrives in the region and ensure that no perpetrator of rape or murder gets away with it,” Ojigho said.“The Nigerian authorities must open investigations, or make public the results of those already started, into war crimes and crimes against humanity committed in the north-east of the country. They must urgently ensure, with the support of donor countries, that people within the ‘satellite camps’ receive adequate quantities of food and that those who have been arbitrarily arrested are released,” Ojigho added.Further information
    Amnesty International’s report is the result of an extensive investigation, carried out through over 250 interviews and covering “satellite camps” established by the Nigerian armed forces in seven cities of Borno state. It includes interviews with 48 released women and girls and analysis of videos, photographs and satellite images.

Fear prevents women from rebelling. “A sexual relationship in these coercive circumstances is still rape, even in the absence of physical violence. Nigerian soldiers and JTF militiamen always manage to get away with it, they act without fear of being sanctioned.     In the “satellite camps” there was an acute food crisis from early 2015 until mid-2016, when humanitarian aid increased. At least hundreds, probably thousands of people died in the “Bama Hospital” camp during that time. The testimonies speak of 15-30 deaths per day and the satellite images, which show the rapid expansion of the cemetery within the camp, prove them right. Starvation deaths were also recorded in the “satellite camps” of Banki and Dikwa. Although the United Nations and other agencies have increased the scale of humanitarian assistance since June 2016, many women continued to find it difficult to access adequate quantities of food, partly due to restrictions on freedom of movement outside the camps. Several women who arrived in the Dikwa “satellite camp” around mid-2017 have since received no food aid and have died of starvation and disease. Even where the government and international non-governmental organizations distribute food in sufficient quantities, the high level of corruption present within the “satellite camps” prevents many people from having access to them. “Confining people in camps without enough food, despite the fact that those who administer those facilities know that this leads to death, violates human rights and international humanitarian law. Amnesty International is able to document that since 2015, thousands of people have been starved in camps in Borno state, in north-eastern Nigeria. When the army seized territory from Boko Haram starting in 2015, people living in the villages were ordered to move to “satellite camps”. Those who resisted the order were killed. Hundreds of thousands of people have fled or been forced to move from their villages. Every person transferred to the “satellite camps” was interrogated. In some camps most men aged 14 to 40 were imprisoned, as were women who had traveled without their husbands. These mass detentions have forced many women to fend for their families alone. In some cases, the violence appears to be part of a system of punishments against people suspected of having links to Boko Haram. Some women reported being beaten and called “Boko Haram widows” every time they complained about the treatment they received. “It seems completely shocking that people who have already suffered so much at the hands of Boko Haram are condemned to suffer further terrible abuse at the hands of the military.
