della Federazione russa, la Camera alta del parlamento, ha approvato
all’unanimità la controversa legge che vieta la “propaganda omosessuale”
tra i minori e che punisce con multe e detenzione ogni manifestazione
pubblica di persone con “orientamento sessuale non tradizionale”. Già in
vigore a livello regionale, la legge ha raccolto un coro di critiche da
parte dei difensori dei diritti umani, secondo i quali iniziative del

il testo con 137 voti a favore e un’astensione. Ora manca solo la

Stando alla nuova legge, una persona fisica rischia

800mila e un milione di rubli (19mila-23.500 euro) e 90 giorni di
detenzione. Un’autorità pubblica, invece, rischia tra 40 e 50mila rubli
(1.000-1.250 euro). Le sanzioni verranno aggravate se la “propaganda”
viene diffusa su internet. Nel mirino anche gli stranieri, i quali
rischiano un’ammenda e l’arresto fino a 15 giorni, oltre che
l’espulsione.

Si tratta di proteggere i bambini e non di fare
discriminazione, ha detto Putin, il giorno prima dell’approvazione della
legge. Stessa tesi sostenuta dal presidente del Consiglio della
Federazione, Valentina Matviyenko, secondo la quale gli omosessuali oggi
in Russia “non sono più perseguitati come ai tempi dell’Urss e sono
membri normali della società”, ma proteggere i minori in questo senso è
“una richiesta della società” e “non il capriccio di qualcuno”. La
Matviyenko ha citato un sondaggio per il quale il 90% dei genitori russi
non vogliono che si promuovano orientamenti sessuali “non
tradizionali” tra i loro figli.

L’omosessualità è molto diffusa
in Russia, dove era considerata un reato fino al 1993 e una malattia
mentale fino al 1999. Tra maggio e giugno, in meno di un mese, si sono
verificati due omicidi di gay nel Paese. I responsabili hanno confessato
che il movente è stata l’omofobia. Secondo un sondaggio dell’istituto
Vtsiom pubblicato a giugno, l’88% dei russi sostiene la legge anti-gay e
il 54% è a favore di forme di punizione dell’omosessualità.

Gli

a battersi per la loro causa. “Insistiamo sulla parità dei diritti per
