Soon, these nouveau riche sought to exploit their power to their advantage and extended their control over imports, ultimately forming, with the approval of the highest government officials, a sort of private consortium. Iran has gone from a country where the government supported oligarchs and trust funds capable of circumventing sanctions on oil and finance, to a regime forced to pay these oligarchs to conduct its daily business. It is these oligarchs who bring the revenues from oil and petrochemical exports back into the country, pocketing a commission of eight to ten percent.
