Rojava, the democratic outpost of the Syrian Kurds that resisted the violence of Bashar al-Assad’s regime and the jihadist violence of the Islamic State, has fallen into the hands of the country’s new ruler, Ahmad al-Sharaa, who in just a few weeks brought down Assad’s reign in December 2024.

What does the Kurdish-Syrian government agreement entail?

On Sunday, the Syrian government signed a ceasefire agreement with Kurdish fighters of the Syrian Democratic Forces (SDF). The agreement was signed in Damascus by al-Sharaa, the head of the Syrian Kurdish forces, Mazlum Abdi, and US mediator Thomas Barrack.

It essentially represents a Kurdish surrender after weeks of bloody fighting in northeast Syria. Essentially, the agreement provides for the dissolution of the SDF and its subsequent integration into the regular Syrian army, without the possibility of maintaining its own divisions (to prevent the creation of largely Kurdish formations). It also entails the transfer to the state of much of the Kurdish-controlled territory, starting with the Arab-majority provinces of Raqqa and Deir Ezzor, which were quickly occupied by soldiers loyal to al-Sha’ara. These two territories are of enormous value to the new Syrian government: they are rich in oil, which will be controlled directly by the central government in Damascus. The al-Sha’ara government will also take control of the prison camps where Islamic State fighters, defeated in the long conflict between the Islamic State terrorist group and Kurdish fighters in northeastern Syria, have been held for years.

Al Shaara’s government also controls infrastructure and border crossings: the Kurds will effectively retain a certain degree of autonomy only in the province of Hasakah, where, however, the governor will be appointed by the Damascus government.

Al Shaara’s only concession to the Kurdish population is a decree providing some minimal social and cultural guarantees to the minority, with Kurdish being recognized as a national (but not official) language and allowed to be taught in schools in Kurdish-majority regions. Cosa prevede l’accordo curdi e governo siriano

Domenica il governo siriano ha siglato un accordo per il cessate il fuoco con i combattenti curdi delle Forze democratiche siriane, le SDF (questo l’acronimo inglese, ndr). L’intesa è stata siglata a Damasco da al Sharaa, dal capo delle forze curdo-siriane Mazlum Abdi e dal mediatore Usa Thomas Barrack.

Si tratta in sostanza di una resa curda dopo settimane di cruenti combattimenti nel nord-est della Siria. In sostanza l’accordo prevede lo scioglimento delle SDF con successiva integrazione nell’esercito regolare siriano e senza la possibilità di mantenere le proprie divisioni (per evitare la creazione di formazioni a larga maggioranza curda), oltre alla cessione allo Stato di gran parte dei territori controllati dai curdi, a partire dalle province a maggioranza araba di Raqqa e Deir Ezzor, già rapidamente occupate dai militari fedeli ad al Shaara. Si tratta di due territori dal valore enorme per il nuovo governo siriano: sono ricchi di petrolio, che sarà controllato direttamente dallo Stato centrale di Damasco. Sarà il governo al Shaara inoltre a prendere il controllo anche dei campi di prigionia dove da anni sono rinchiusi i combattenti dello Stato islamico sconfitti nel lungo conflitto tra il gruppo terroristico islamico e i combattenti curdi del nord-est della Siria.

Sotto il controllo del governo di al Shaara finiscono anche infrastrutture e varchi di confine: ai curdi di fatto resterà un certo grado di autonomia solamente nella provincia di Hasakah, dove però anche in questo caso a nominare il governatore sarà l’esecutivo di Damasco.

Unica concessione di al Shaara alla popolazione curda è un decreto che fornisce alcune minime garanzie alla minoranza dal punto di vista sociale e culturale, col curdo che sarà riconosciuto come lingua nazionale (ma non ufficiale) e potrà essere insegnato nelle scuole delle regioni a maggioranza curda. Ai curdi sarà inoltre concessa la piena nazionalità siriana, potendo così ottenere il passaporto: il regime di Assad aveva negato tutto ciò ai curdi, togliendo così loro molti diritti.

La repressione di al Shaara contro le minoranze e il ruolo Usa

Dopo aver preso il potere a Damasco, con la sua immagine ripulita anche grazie all’immediato sostegno fornito dalle cancellerie occidentali, Ahmad al Sharaa ha in realtà iniziato una politica di repressione violenta delle minoranze riottose, dai drusi nel sud del Paese agli alawiti sulle coste.

Da settimane l’esercito regolare si è spinto a nord-est, nel kurdistan siriano, in quel Rojava che è stato epicentro della lotta di liberazione di Raqqa dall’Isis o della resistenza di Kobane, diventando poi un esperimento di autogoverno fondato sul confederalismo democratico.

Al Sharaa aveva però altri piani, ovvero quello di reintegrare la comunità curda in uno Stato unitario. Da qui l’invio di truppe, prima per lo “sfratto” delle milizie delle SDF da Aleppo e poi con la rotta a nord-est. A quello militare si è aggiunto per i curdi l’altro fronte, quello diplomatico: se gli Stati Uniti hanno in parte sostenuto la resistenza curda nel 2015, proteggendo il loro dominio su parte della Siria, con il forte avvicinamento di Donald Trump ad al Sharaa per l’autonomia curda il quadro si è compromesso rapidamente. Per Washington cambia poco: la “lotta al terrorismo” passa dall’essere delegata alle forze curdo-siriane che liberarono Raqqa e difesero Kobane, all’ex terrorista al Jolani.
