Con la popolazione a stomaco vuoto e senza corrente elettrica, i terroristi sperano di far collassare l’economia locale per poi autoincensarsi come novella classe dirigente. Una strategia cinica che, già da diversi giorni, ha dato prova di poter piegare le autorità locali: mezzi incendiati, autocisterne sequestrate e imboscate nel deserto hanno avuto luogo senza colpo ferire da parte dei drappelli militari che dovrebbero pattugliare il territorio. In tanti associano l’inerzia dell’esercito alle carenze di carburante, i cui approvvigionamenti sono sotto attacco da parte dei jihadisti, e il risultato è un assedio invisibile ma implacabile che sta paralizzando il Paese.

Non a caso, tra le strade di Bamako la crisi economica morde e fa male. Il prezzo della benzina è alle stelle, le file di automobilisti ai distributori sono sempre più chilometriche ogni giorno che passa mentre la giunta militare è costretta a chiudere le scuole e le centrali elettriche in ottica di risparmio energetico. In una situazione così emergenziale, il primo ministro Abdoulaye Maïga ha fatto sentire la sua voce, dalla quale però traspare un profondo sconforto: “Anche se dovremo cercare carburante a piedi o con un cucchiaio, lo cercheremo”. Un’esternazione che, più determinazione, è l’allarme spia di un Paese sulla strada dello schianto.

L’inefficacia della diplomazia. La crisi drammatica che attanaglia il Mali non ha fatto capolino all’improvviso, ma affonda radici profonde da diverso tempo. Le prime avvisaglie sono emerse nel lontano 2012, quando lyad ag Ghali – in passato fervido sostenitore della secessione della regione dell’Azawad per poi sposare la causa di Al Qaeda – animò l’insurrezione a sfondo integralista nel tentativo di rovesciare l’esecutivo di Bamako e nel 2017 è stato tra i principali promotori del già citato cartello terroristico Jama’at Nusrat al-Islam wal-Muslimin, che oggi stringe d’assedio la capitale. A pendere sulla testa di Ag Ghali, ad oggi, è un mandato di arresto della Corte penale internazionale ma finora nessuno è mai riuscito a consegnarlo alle autorità e tanto meno a contenere la sua opera di terrore nel Sahel.

Preoccupati dalle minacce jihadiste, i militari hanno preso il potere nel 2020 con l’obiettivo di stabilizzare il Paese africano e, nel mentre, hanno colto l’occasione per recidere ogni legame con Parigi, pretendendo lo sfratto dei soldati francesi dalle basi presenti da decenni. A rendere la matassa ancora più aggrovigliata, c’è il mancato rinnovo dell’Accordo di Algeri tra le controparti maliane e algerine. Il patto riguardava le garanzie di tutela della popolazione di etnia Tuareg, situata nel Nord del Paese, la quale dopo vari tentativi separatisti aveva ottenuto ampi margini di autonomia politica. Secondo Bamako, l’Algeria si sarebbe intromessa indebitamente nei suoi affari interni portando a fare del suddetto accordo carta straccia. Così facendo, però, il Mali perde un alleato prezioso nella lotta al radicalismo islamico, dal momento che i Tuareg sono sempre stati in prima linea per contrastare tale minaccia.

Uno scenario simile non può che fungere da spartiacque nella storia alla lotta contro il terrorismo. Per la prima volta, il mondo assisterebbe all’insediamento di un Governo espressione diretta di Al Qaeda, senza che questa abbia fatto principalmente uso di armi per una tale conquista, ma con uno strumento che è sempre più centrale nei giochi geopolitici: l’energia.
