Analysis: Distinction between ‘moderate Islamists’ and ‘militant extremists’ is misleading for Western governments

The fight against Islamic State is now a top-priority of the international community. Islamic State was seriously underestimated, not only by the US. It took the international community so long to acknowledge the threat of Islamic State and to confront them, that they now seem already rather well settled in their newly acquired territory.
One of the root causes of this is that Western governments are not aware enough that there is no such thing as a clear distinction between moderate and terrorist Islamist organizations, nor such a thing as a clear distinction between mainstream Islamic organizations and Islamist (or Islamic political) organizations. This lack of awareness is also a danger for their home policies regarding radical expressions of Islam.
Hesitation
The initial hesitation of the US government might well have had to do with the idea that backing “moderate” Islamists would do more good than fighting the “terrorists”. As a Gulf News Report (June 2014) wrote, “The President personally issued Presidential Study Directive 11 (PSD-11) in 2010, ordering an assessment of the Muslim Brotherhood and other “political Islamist” movements, including the ruling AKP in Turkey, ultimately concluding that the United States should shift from its longstanding policy of supporting “stability” in the Middle East and North Africa (that is, support for “stable regimes” even if they were authoritarian), to a policy of backing “moderate” Islamic political movements.”
The USA is not the only country which has cherished the idea that within Islamism (or political Islam) a dividing line can be drawn between moderate Islamist groups and terrorist groups. In this view, moderate Islamist groups can be encouraged to refrain from violence when they are offered alternative avenues of dissent that do not require a resort to violence in order to be heard. Admittedly, such a tactic might not cause terrorist groups to cease their bombing, but it might stem the tide of recruits joining their ranks.
In this line of thinking, the main explanation for Islamist activity is dissent, or difference of opinion, that is not channeled in the right way. Others talk about grievances as the drive of Islamism. Dissent or grievances are undoubtedly part of the picture, but confining the analysis of the drive of Islamism to these concepts seems far too restricted and misses an essential element. Indeed, it presupposes frustrations, and does not reflect the spiritual motives of many Islamists. Many of them might sincerely wish to serve the world by establishing such a Caliphate that will bring peace and abundance of blessings when all bow down before Allah.

The speech delivered by Abu Muhammad al-‘Adnani, the official spokesman of the Islamic State in Iraq and Sham (ISIS) reflects this view. Al-‘Adnani announced the group’s rebranding as the “Islamic State,” declaring itself a Caliphate and its leader, Abu Bakr al-Baghdadi, the Caliph Ibrahim in a speech entitled, “This is the Promise of Allah.” The opening of his speech says, “Praise be to Allah, the Mighty and Strong. And may peace and blessings be upon the one sent with the sword as a mercy to all creation.”
It is amazing how the tenor of this speech – combining a strong wish for supremacy with a conviction that the end-result is best for all if they submit – resembles the tenor of the top Muslim Brotherhood ideologue Yusuf al-Qaradawi’s vision document written for the European Brotherhood organizations considered as “moderate” Islamists.
(Qaradawi devotes a large section of his book to the presence of Muslim minorities in Western countries).
If Islamists sincerely foster a positive drive for submitting the world to Allah, the distinction between “moderate” and “terrorist” Islamism is not that relevant when thinking about strategies to protect the world against a phenomenon like Islamic State. In fact, they share the same agenda. This implies that no category of Islamism can be lured into an agenda other than submission of the world to Allah, although modalities may differ over location and time.
Lorenzo Vidino, Senior Fellow at the Center for Security Studies, ETH Zurich has written a report about “Organized Islam in Western Europe: an attempt to categorize and assess influence”.
Vidino states that “Over the past twenty years the number of Islamic religious organizations has significantly increased, a development stimulated by several factors. In the Muslim world, the decline of nationalism, commonly dated to the early 1970s, coincided with a return to various forms of Islamic piety. In Europe, first-, second-, and third-generation Muslim immigrants, struggling to adjust to life in the West, have also come to see Islam as providing cultural identity.”
Vidino represents Islamic organizations in Western Europe as a continuum: (a) “extreme secularists”; (b) non-religious organizations created by individuals of Muslim background; (c) “mainstream” religious organizations; (d) organizations and movements that are increasingly conservative in their outlook, yet not Islamist; (e) Islamist organizations. The Islamist (or Islamic political) organizations – as the most radical part of the continuum – are further subdivided into ‘participationists’, ‘non-violent rejectionists’ and ‘violent rejectionists’.
While no dividing line can reasonably be drawn within the Islamist part of the continuum, it is highly debatable if such a line can be drawn between this Islamist part at the one hand, and the center and center-right of the continuum at the other hand. According to Vidino, “the center of the continuum of European Muslim organizations is occupied by the large numbers of organizations that embrace a conservative interpretation of Islam – again, with important differences among them – but do not actively push for the introduction of Islamic customs or law in the public space.” Vidino adds, “Moving rightwards from the middle of the continuum, one can find organizations and movements that are increasingly conservative in their outlook, yet not Islamist… Yet on many issues their positions are identical – if not, in some cases, more conservative – to those of many Islamists. The lines along this and most sections of the continuum are inevitably blurred.”
Fragmentation
Vidino links his discussion of the Islamic continuum to the question of representativeness of organizations of Muslim communities in Western Europe. Vidino says: “Because of the Muslim community’s internal fragmentation and the widespread reluctance of individuals to affiliate, no one Muslim organization operating in Western Europe has succeeded in attracting anything close to a majority of the relevant Muslim population. It is therefore very difficult to assess the popularity of each organization or to determine what percentage of European Muslims in each country should be placed on what part of the above-mentioned continuum.”
Vidino’s report suggests three approaches that might provide at least some idea about the popularity of various Muslim organizations: governmental outreach approaches, voting patterns and popularity of ideas. Vidino calls governmental outreach approaches and voting patterns, despite their enormous intrinsic flaws, relatively objective standards by which to assess the popularity and influence of European Muslim organizations, while to measure the popularity of ideas is largely intangible. However, it is at this level that the Islamist part of the continuum bridges into the more mainstream Islamic organizations – through the participationist Islamist organizations such as the European Brotherhood organizations.
According to Vidino, the participationist Islamist organizations “have had enormous success in exerting their power on Muslim communities – not through direct membership, which is generally quite limited, but through a diffuse cultural hegemony. Not all attendees of participationist Islamist organizations’ conferences will embrace their views, but some will. And there are no other Islamic organizations that have the means to organize events even remotely on the scale of participationist Islamist organizations. If a young Muslim or a potential convert aims to know more about Islam, he or she is more likely to have easy access to participationist Islamist publications (notably from the European Brotherhood affiliated organizations) than to those of any other Islamic group.”

Vidino concludes that “While their membership has remained fairly small, participationist Islamist organizations have shown an enormous ability to monopolize the Islamic discourse, making their interpretation of Islam perhaps not yet mainstream, but at least the most readily available, and putting their ideological stamp on any Islam-related issue, be it strictly religious or more properly political. Concepts and positions introduced by participationist Islamist organizations have been absorbed, often almost subconsciously, by large segments of European Muslim populations, irrespective of their religious and political views.”
It follows that Western governments have to be aware that there is nor such thing as a clear distinction between moderate and terrorist Islamist organizations nor a clear distinction between mainstream Islamic organizations and Islamist (or Islamic political) organizations. In fighting Islamic State and preparing to tackle returning jihadis, as well as in preventing future jihadis from leaving their country, Western governments should not turn for ‘moral compensation’ to whatever non-terrorist organizations they know, believing they are radically different from the terrorist organizations.
Western governments should focus on certain key concepts that are commonplace throughout most of the Islamic continuum – shari’a, jihad and kafir – and clearly communicate what they accept and what they do not – throughout the whole continuum. Only then can a reasonable degree of co-existence among people be maintained and the basic features of multiculturalism in Western Europe, as well as in other democratic nations, secured.

In recent history, genocides have often been accompanied by the preparatory dehumanization of victims.
In 1994, in Rwanda, for example, the Hutu interhamwe labelled the Tutsis as “termites” or “cockroaches” before they killed more than one million (mainly) Tutsis. Similarly, before World War II, the Nazi regime in Germany often featured illustrations of Jews in cartoons and other propaganda materials looking decrepit or sub-human, and forced Jews to wear yellow stars saying “Achtung Juden (Warning: a Jew).”
In other instances where many civilians died, such as in the predominantly Ibo breakaway region of “Biafra” in 1967, the term “kwari kwari (mosquitos)” was used to refer to the rebellious people, who suffered up to one-million deaths during the suppression of the rebellion.

One of the more recent challenges in preventing a possible next genocide or mass killing is that, for the first time in recent memory, the perpetrators of such attacks are using and citing religion to justify their violence.
From Boko Haram, to the Islamic State (IS) in Iraq and Syria, to the Taliban, to al-Qaeda in its global operations, the religious ideology to justify the kidnapping, killing and rape of tens of thousands of people is takfirism.
Etymology and Background of ‘Takfirism’
The word kafir in Arabic – incorporated into almost all languages that Muslims speak – translates most closely to “infidel” in English. Takfir is based on the root word kafir and most closely means the “act of labeling another person an infidel.” Takfirism therefore refers to the doctrine in Islam of labeling other people as infidels. Usually, the label is applied to those who are not Sunni Muslims. (Sunnis comprise more than 80% of Muslims around the world; they maintain that their religious belief and practice is truer than other sects, such as the Shi’a). However, also assumed under the concept of kafir in Islam are “apostates,” or those who have disassociated from their Muslim background and no longer consider themselves Muslims (in many cases, they have adopted Christianity or another religion). The doctrine of takfirism is broad enough to include the labeling of all non-Sunni Muslims as kafirs, therefore including those Muslim background believers who left their religion.
Since the U.S. and Allied war in Iraq in 2003, the doctrine of takfirism has been increasingly used to target Muslims who are perceived to collaborate with the U.S. and other “infidel” powers by, for example, enlisting in Iraqi security services, participating in democratic elections, or migrating to Iraq to work for companies involved with the U.S. forces. Abdul Basit, the pseudonym of a scholar for a Taliban media wing called ‘Neda ul‐Jihad’ (‘call of jihad’ in Arabic) even advocated that ordinary Muslims (who are not linked to the government or indeed to foreigners) are also kafir, simply on the basis that they did not actively participate in jihad.

The overwhelming majority of Islamic scholars (ulema) hold that the punishment for those who are kafir is, for individuals, the death penalty. But there is not consensus as to whether it is applicable to entire groups. In other words, one individual who leaves Islam for another religion, or becomes an atheist, would be subject to the death penalty, but if an entire group in a previous generation left Islam for another religious belief, such as the Bahais or the Ahmediyas, they as an entire group are no longer subject to be killed en masse.
This is nonetheless contradicted by the fact that whether or not their predecessors left Islam, in this life they are still seen as kafir for being non-Sunni Muslims and are therefore, according to the harshest of takfirists, subject to the death penalty.
An alternative to killing people labelled kafir is nonetheless available; namely if the kafir pays jizyah, or tax, to the Muslim rulers, then this will afford them “protection.” In recent years, takfirist organizations such as Boko Haram, the Islamic State and the Taliban have employed jizyah to pressure minorities, such as Christians, Shias or Sikhs, to pay them money for “protection”, or to justify rape and enslavement or expulsion – as justification or compensation in cases where such jizyah is not paid.
An issue of debate is whether takfirism is a spin-off of Salafism or a separate doctrine altogether. Salafism is an interpretation of Islam rooted in Saudi Arabia (there known as wahabbism) that calls for Islamic practice based on the ways of the salafs, or devout followers of the Prophet Muhammad in the 7th century. It is hostile toward mystical Sufism, and syncretic brands of Islam that combine elements of local tradition – and it allows followers to practise takfir.
The Syrian-born Spanish national and Al-Qaeda ideologue (with a focus on “jihad”) Abu Mus’ab al‐Suri, for example, argued that “some prominent men from the Salafi‐Jihadi wave, or at least those scholars…who followed them, offered interpretations which were either extremist, or were articulated in such a general manner that some ignorant jihadis took them a step further and widen[ened] the concept of takfirism”.
As a result of this, according to al-Suri, the difference between mainstream jihadism and takfirism has become so narrow that the two are nearly inseparable today.
(al-Suri is believed to have been captured by Pakistan and sent to Syria in 2011 and then either freed by President Bashar al-Assad at the start of the Syrian uprising in 2012, or is still in Syrian prison).
Others have argued that “the concept of global jihad and takfir” was developed on the basis of Egyptian Muslim Brotherhood founder Sayyid Qutb’s ideology, whose main notion was that the Muslim community (umma) was dead so long as it was not fighting to extend Sharia everywhere in the world.
Yet others argue that takfir is a “stepping stone” to engaging in violence against secular Muslim rulers, and those who are perceived to be supportive of those rulers, such as Christians, foreigners or those who participate in elections. Still others suggest that takfirism is merely a product of strictly textual interpretations from Islam itself, such as Qur’an (4:89), which says: [Infidels] wish that you should disbelieve as they disbelieve, and then you would be equal; therefore take not to yourselves friends of them, until they emigrate in the way of God; then, if they turn their backs, take them, and slay them wherever you find them; take not to yourselves any one of them as friend or helper.
Conclusion
Whatever the outcome of these debates, it is clear that almost all of the most violent actors in the global jihad, employ takfiri ideology. We need to understand this concept of ‘infidel’ to understand militant Islam.
Al Shabaab’s leaders, for example, state that Western citizens and their allies are ‘kuffar’ (plural of ‘kafir’ and that it is halal (lawful) to kill and rob non-Muslims. “Boko Haram similarly states “that we shall make the country ungovernable, kill and eliminate irresponsible political leaders of all leanings, hunt and gun down those who oppose the rule of Sharia in Nigeria and ensure that the kafir does not go unpunished”.
The Islamic State has forced Christians to leave their homes, burned their churches and raped or “forcibly married” Christian women, all in the name of takfirism.
As a result, it can be said that following takfirism is the means by which these jihadist groups justify their attacks on their enemies, who include anyone who is not a Sunni Muslim and possibly even Sunni Muslims who do not side with them. With Christians and other non-Sunni Muslims increasingly becoming the targets of murders en masse by takfirist groups, it raises the concern that the next mass genocide – or, more likely, religicide will be – or is already – being carried out by takfiris. It would appear that this doctrine and ideology must be confronted before the world experiences another “never again” moment. We need to understand this concept of kafir or ‘infidel’ to understand violent extremist tendencies infiltrating Muslim populations today.
One method of confronting the threat from takfirism is to prohibit speech and advocacy in support of this ideology because it infringes on the rights and well-being of others. This is especially imperative in countries where it is not yet so prevalent that the takfiris could launch their jihad in response, such as Central Asia or Europe. Some countries are likely already late in confronting the threat, while others are on the cusp of being too late, such as Cameroon, where Salafist-sponsored mosques and madrassahs emerged in the late 1980s and 1990s, which is about 10 years later than its neighbor, Nigeria, which is now struggling greatly with takfirism. It is important for governments and civil society to de-legitimize takfirist ideology.
Another key way to stop takfirism is through protecting freedom of religion. Since takfirism calls for the punishment of death to non-Sunni Muslims, it is inherently a violation of the freedom of religion. Any preacher that espouses such ideas would be subject to prohibition or bans. Thus far, it seems only in countries like Uzbekistan, Chad and Kazakhstan that the threat of takfirism being taken seriously, but these are the same countries that human rights groups often criticize most vehemently for violating religious rights, although they intend to protect their own religious identities and freedoms. This is an issue that requires further understanding, discussion and resolution.
The world must take notice of the doctrine of takfirism before it is too late. If any continent should recognize these signs, it should be Europe, given its history and understanding of how a small and seemingly marginal group of people can within a decade’s time manage to become extremely powerful. While history will not repeat itself the same way as in World War II, history does, in the words of Mark Twain, “rhyme,” and this is what we are seeing across the European, African, Middle Eastern, and Central Asian landscapes today.

Scores of policemen are camping in a remote Indian village following an Oct. 25 attack on Christians by Hindu fundamentalists.
Government officials characterize the violence in Madhota village, in the Bastar district of Chhattisgarh state in central India, as a “clash between two communities.” Arun Pannalal, president of Chhattisgarh Christian Forum, calls it a “cleverly planned attack.”
That’s not the only point on which Pannalal and local officials disagree.
“Eleven of our people have been hospitalised. Eight of them have serious injuries,” Pannalal told World Watch Monitor on Oct. 29.
“Ten people were injured,” countered Ankit Anand, the district collector — the head of Bastar’s government administration. The 10 include five Christians and five of the attackers, he said.
In the wake of the violence, more than 100 police officers are camped in Madhota.
“Yes, policemen are there in the village,” Anand said. “We have to maintain law and order.”
The roots of the trouble go back a week, in the village of Bhanpuri. That’s where Dinesh Kashyap, a member of India’s Parliament from Bastar, washed the feet of some Christians and declared they had undergone “ghar wapsi,” or homecoming, to Hinduism.
Kashyap is a member of the Bharatiya Janata Party, the political home of Hindu nationalism and which won a majority in the national Parliament in elections earlier this year.
The Bhanpuri event raised tension between Christians and fundamentalist Hindus in the region. In Madhota, traditional drumbeats summoned residents to assemble with government officials and police on the morning of Oct. 25 to discuss the resulting “simmering tension.” Christians gathered awaiting the officials, Pannalal said.
“But the officials never came,” he said. “Fundamentalists came in a truck and attacked the Christians.”
Anand said six people – four Hindus and two Christians — were arrested after the “clash.”

Bhanpuri, demanding that the case against them be withdrawn, said Rev. John Daniel, president of the Bastar chapter of Chhattisgarh Christian Forum and a Pentecostal minister.
“I have been here for 40 years. Whenever Christians are attacked, this is the pattern. Before the Christian victims would reach the police station, the attackers would have filed a case against them with the police. That’s why innocent Christians have been arrested,” Daniel told World Watch Monitor.
Anand, however, said the two Christians who were arrested had been released Oct. 29, while the four Hindus, charged with more serious offenses, are still in detention.
“We have been getting complaints these days that Christians are not even allowed to draw water from the (common) tube wells,” Daniel said after attending an Oct. 29 “peace meeting” convened by the district collector.
Elsewhere, police are preventing Christians from entering the hospital at Jagdalpur, 30 kilometres from Madhota, to which injured Christians had been rushed in a truck, Pannalal said.
Asked on Oct. 29 whether police have filed any case against Dinesh Kashyap, the Member of Parliament who conducted the “reconversion” ritual in Bhanpuri village, Anand said “I am not aware of such a report and no Christian has mentioned it in their meeting with me today or given in it in writing.”
A day earlier, on Oct. 28, the Indian Express, a national newspaper, reported that “the present controversy is rooted in an attempt by the right-wing groups to take these converted tribals to the Hindu fold.” It referenced the MP Dinesh Kashyap, saying he “had visited the [Bhanpuri] area and initiated” the reconversion of Christians in the village.

The Turkish education system’s mandatory religion classes are not fair to students who do not follow the country’s majority Sunni Islam and must amend its policies, according to a recent verdict of the European Court of Human Rights (ECHR).
As Turkey is a signatory of the European Convention on Human Rights, the ECHR decision is binding.
Religion classes, starting in elementary schools, are, according to the Turkish Constitution to be neutral lessons on religion, but critics say they impose Sunni Muslim rituals in class that many Turks – including non-Sunni Muslims, Christians, Jews and atheists – don’t espouse.
Turkey is a secular Muslim state, with almost 97% of the population nominally Muslim.
While Sunni Muslims represent about 70-80%, about 15-25% of the 75 million population are Alevi, a mystical school of Shia Islamic theology. This makes them the country’s largest religious minority, though they are not recognized as such.
Cultural differences
Turkey insists that their differences are cultural, and thus does not grant them exemption from religion classes.
However, in September the ECHR ordered Turkey to allow students to be exempt from classes when their parents request it, without them having to disclose their religious beliefs.
Then on Oct. 9 the Education Minister Nabi Avci announced that Turkish schools will soon offer an elective in Christianity. However, currently Christians and Jews are in fact exempt from the compulsory courses offered from fourth grade, age 9, and throughout high school. By conservative estimates there are under 100,000 Christians in Turkey.
Religious freedoms expert, Mine Yildirim, of the Norwegian Helsinki Committee (NHC) for Human Rights says that this announcement, though a welcome move towards diversity and inclusion, seems to entirely miss the point of the European Court’s verdict.
“Adding Christianity as an optional course does not address any of the outstanding and important freedom of religion or belief problems in the education system,” Yildirim told World Watch Monitor. Yildirim is the project head of the NHC Freedom of Belief Initiative for Turkey.
On Oct. 10, the NHC sent an open letter to Turkish Prime Minister Ahmet Davutoglu, urging him to take measures to revise the policies on Turkey’s mandatory religious instruction book and to bring its content in line with international human rights requirements.
Specifically the European Court of Human Rights had already ordered Turkey to lift the “mandatory” status of the courses and emphasized the State’s duty of neutrality and impartiality in regulating matters of religion.

“These lessons are not an objective lesson about religion, but religious instruction in a particular religion. In the present situation, Alevi, Bahai, atheists and Sunni Muslims who do not find the Islamic education provided by the state to be in line with their beliefs still must attend the classes.”
The issue of the country’s compulsory religious classes was brought up in court in 2011 by 14 Alevi Turks. In 2007 the Alevi community won a similar court case at the ECHR, but Turkey took no steps then to amend the curriculum.
Smokescreen
Dogan Bermek, Vice President for the Federation of Alevi Foundations told WWM he thought the decision to offer a course in Christianity was a smokescreen to appease and get “the Europeans off their case.”
“When there is a problem or a decision like this here, the government’s first statement is that ‘here in Turkey we live as brothers, so why are you doing this to us?’ Bermek said, “but this is just brotherhood for show, not for the sake of real brotherhood. They are saying ‘we give opportunities to Christians and other minorities, but don’t mess with our Muslim issues.”
Bermek estimates that there are about 5 million Alevi children faced with the problem of mandatory religion classes in Turkey, in contrast with the estimated few thousands of Christian and Jewish children. Armenians, Greeks, and Jews have their own elementary and secondary “minority schools” recognized by the Ministry of Education, though not all parents choose to send their children to them.
Minority schools provide education from pre-school to high-school and already offer religious instruction courses in their respective faiths.
The course in Christianity
The new curriculum has been authored in a unique collaboration between Christian leaders in Istanbul representing different communities. The authoring committee is made up of nine clergy members of Greek, Armenian and Syriac Orthodox backgrounds as well as Catholics and Protestants.
One, Pastor Behnan Konutgan of the Bible House in Istanbul, said that the Ministry of Education gave the authoring committee the green light to continue developing the Christian religion curriculum this month.
The committee has prepared text books for children in fourth and fifth grade, aged nine to eleven – the drafts for which they submitted to the Turkish Ministry of Education last year. The committee plans to next write text books for students in eighth and ninth grade.
Hurdles to its implementation
Yet the new curriculum raises many questions about its implementation such as how and where the classes will be taught.
“There are more questions than answers,” Yildirim said.
“If the Ministry of Education is not willing and ready to become flexible, such courses will be only a possibility in theory and never in practice.”
Flexible would mean collecting students from different schools to fulfill the required number of students needed to offer an elective course, which is 12. Yildirim said the Ministry of Education could also consider opening the class to fewer students, or else the curriculum won’t address the needs of the Christian community.
World Watch Monitor spoke with a Syriac Orthodox Christian in his twenties who asked to remain anonymous. His entire primary and secondary education took place in Istanbul’s public schools. He said that in his classes there were usually up to three Christians and during religion class they sat in the school canteen.
He said he thought the proposed Christianity elective is currently practically impossible to offer in Turkish private and public schools.
An administrator at Turkish Armenian schools, Garo Paylan said that while he found the proposed course “positive” he asked “who will teach the course [in public schools]?” in his interview with a human rights online publication Bianet.
It is not clear whether non-Christian students would be allowed to take the class in Christianity, or whether students would first have to prove they are Christians.
Islamic religion classes defended
Though the decision of the ECHR is binding on Turkey, its top leaders brushed off the court ruling, provoking criticism and protests. Prime Minister Davutoglu defended the Islamic religion curriculum saying “it is a requirement for an atheist to know about religious culture, just like I should know about Marxism even though I’m not a Marxist,” Turkish newspaper Today’s Zaman reported.
President Recep Tayyip Erdogan criticized the ECHR ruling calling it wrong and saying drug use, violence and racism will spread if the classes on religion are put to an end. “If compulsory courses on religion are challenged, why do they complain about drugs or terrorism?” he said, according to Today’s Zaman.ected Anand’s attention to the national headlines of a day earlier, he said: “We will look into it.”
He also said he will look into whether the present situation is linked to tension in other Bastar villages where village councils have passed resolutions that outlaw the open practice of Christianity.
“Christians had complained to us about these resolutions. I had told them that these have no legal validity,” Anand said.
Christian-rights advocates have sued the Bastar government over the restrictions. “The government has been asked by the (state) high court to respond to our petition about these resolutions,” Pannalal said. “But they have not responded to this yet.”
He said the subsequent attacks on Christians are a “ploy to intimidate us.”

Turkish authorities have sealed a Protestant church in Southeast Turkey and ordered its American pastor fined and deported on charges of “working illegally.”
Lawyers filed a court appeal Sept. 26 to postpone the deportation, protesting what Turkey’s Association of Protestant Churches called an “absolutely arbitrary” ruling against the Gaziantep congregation and its foreign pastor.
Local police officials sealed the premises of the New Life Church on Aug. 28. Just over two weeks later, on Sept. 14, they detained its pastor, Patrick Jensen, with order from Turkey’s Interior Ministry to deport him immediately.
A U.S. citizen living in Gaziantep since 2005, Jensen was ordered to pay 3,043 Turkish Lira (US $1,350) for violating Law No. 5326 of the Turkish labor laws, which require a work permit for legal employment status. He declined to pay the fine, contending he was a volunteer serving in the church, which he said an inspection board under the Labor Ministry had mistakenly classified as a place of business.

After inquiries by Jensen’s lawyer the day after his arrest, the pastor signed a document permitting his deportation order to be appealed to Gaziantep’s Administrative Court.
Jensen was held for 30 hours, then allowed to return home while his case is pending. But his Turkish residence permit, valid through November 2015, was cancelled, with a temporary 30-day permit issued until the court rules on his appeal, which will be conducted by legal briefs, not oral argument.
Jensen started the small Protestant congregation nine years ago, when he and his family moved to Gaziantep. Between 30 and 40 adults attend the Turkish worship services each Sunday, he said.
“The authorities’ attitude toward us has changed in the last six months,” he told World Watch Monitor. “It seemed we were being viewed negatively, as if we were enemies. Some pressure is being put on us, although our open presence and activities here had not been an issue before.”
Without any other options for a place of worship, the church group has met informally in a park for several Sundays, and then in private homes.
The fledgling congregation has not yet applied for official status as an association, which is the only legal option open to register new Christian congregations.
“Foreign clergy are experiencing problems with work permits,” General Secretary Umut Sahin of the Association of Protestant Churches told Agos newspaper after the Gaziantep church was sealed. “It is not clear according to which criteria they say yes or no. Currently only four Protestant church leaders have been able to obtain this visa status.”
Despite an estimated 5,000 Protestant Christians meeting in 120 small congregations in Turkey, the state prohibits institutions for the theological training of their clergy. The same ban prevents the traditional Orthodox, Armenian and Syriac communities from opening seminaries for their local priests and church workers.
“So new faith groups, particular those who are small and relatively new, need foreign clergy,” Mine Yildirim, head of the Norwegian Helsinki Committee’s Freedom of Belief Initiative Project in Turkey, told Agos. “However, there is no open, simple and clear way to bring these people here officially. As a result…with whatever excuse, officials can easily punish people, marginalizing them by calling them illegal workers.”

A Polish priest has been abducted by armed men in the Central African Republic, amidst rising tension which has claimed dozens of lives in recent days. Father Mateusz Dziedzic of the diocese of Tarnow, in Baboua, in the extreme west of the country close to Cameroon, was kidnapped on Oct 12 by eight members of a rebel group called the Democratic Front of the Central African People (FDPC).
”It was on Sunday evening, around 21.00, when a group of armed men broke into the parish compound and kidnapped Fr Dziedzic along with his assistant”, the Vicar General of the Diocese of Bouar, Fr Mirek Gucwa, told World Watch Monitor.
”From that moment, the kidnappers told them that they are hostages. But after negotiations, they took with them Fr Dziedzic, and left the other priest”.
Nothing has been damaged or stolen in the parish compound, he added.
The kidnappers demanded the release of their leader imprisoned in Cameroon, in exchange for Fr Dziedzic. The FDPC was initially allied with mainly Muslim Seleka rebels, but after its leader Abdoulaye Miskine fell out with the group, he fled to Cameroon, where he was arrested in Sept 2013.
Fr Gucwa has been regularly in touch with Fr Dziedzic, on the telephone, says he is in ”good health and well treated. But, after all, when you stay in the bush for a while, there are things that you are missing”.
Some medicines, drinking water and personal belongings were conveyed to Fr Dziedzic on Wednesday (September 15), through the kidnappers. The appointment to drop the package was kept – on the road between Baboua and Garoua Mboulaï.
Fr Mateusz Dziedzic, from southern Poland, has been living in CAR since 2009. Besides his pastoral responsibilities, he runs nursery schools among other social activities.
Fr Gucwa declined to comment on ”the current process”, aimed at releasing Fr Dziedzic, adding: ”the most important is that Fr Dziedzic is well treated”.
For Father Aurelio Gazzera, Bishop of Bozoum – who is currently in Bouar, the abduction of Fr Dziedzic does not come as a surprise.
”The rebels have kidnapped dozen of civilians, CAR and Cameroon Nationals, a few weeks ago but no one had moved. They thought perhaps that by kidnapping a European priest, they will attract more attention”.
Fr Gazzera, who has a wealth experience of mediation efforts with armed groups in CAR, feared that this affair may drag on a long time. But ”it depends on how the Cameroonian authorities will accede to the demand of the kidnappers”, he says.
Upsurge of violence
On October 10, a group of ex-Seleka rebels attacked the St. Anne Parish in the northern town of Dekoa, 350 km from Bangui, killing 9 people. According to witnesses, the incident was triggered by an altercation in the market the day before, when several women, believed to be wives of ex-Seleka, were harassed by a mob. The market is located in the courtyard of the parish, which also hosts hundreds of displaced people. Once they found out, their husbands attacked the camp, killing 9 people. About 50 others were injured. French troops intervened and repulsed the attack, killing 6 attackers.
Three days later (on October 13), another priest was attacked as he was about to deliver a refueling to the Parish of Dekoua. Fr Aubert was stopped at a check point by anti-Balaka militiamen, 25 km from the capital Bangui, a Catholic source told World Watch Monitor. All the foods he brought in and a large sum of money were taken away.
In Bangui, a series of incidents targeting civilians, aid workers and peacekeepers have been reported since October 7. This outbreak of violence followed a grenade attack which claimed four lives, in the 4th District, say local sources contacted by World Watch Monitor. The attacker, believed to be a Seleka rebel militia man, was killed by an angry mob, prompting a reprisal attack by Seleka.
Despite the deployment of peacekeepers since Sept 15th, tension has escalated in Bangui and other parts of the country, prompting angry reaction from residents, exacerbated by ongoing violence.
”It appears clear now there is no will by the international community to bring peace in CAR”, remarks a church leader.
”MINUSCA [the UN Peacekeeping mission] has the mandate to use force to impose peace. But this is not the case. We have already witnessed such inertia with MISCA for months before”, [the African Peacekeeping mission which preceded MINUSCA].
The recent violence caused displacement of many who had only recently returned home because they believed it was safe. Some 6,500 people were displaced by the latest outbreak of violence but that figure could be much higher, UNHCR reports.
